David Yates
Chief Executive Officer

David Yates joined VocaLink as CEO in 2012 bringing to the role nearly 30 years of experience in the payments and transaction processing industries.

Prior to joining VocaLink, David was President of Western Union with responsibility for Business Development and Innovation. At Western Union, David oversaw the development of strategy for e-Commerce, Mobile Payments, Business Payments and Pre-Paid Cards. Previously he spent six years at First Data Corporation (FDC), most recently as Executive Vice President managing all of FDC's activities outside of the US, including merchant acquiring, merchant transaction processing, issuer processing and ATM network solutions business units. David has also served in executive roles with several major international corporations, including IBM, General Electric and American Management Systems.

David currently serves on the Board of WorldPay, Europe's largest acquirer and e-Commerce specialist. David has a master's degree in law from Oxford University and is fluent in German and French.

David has recently received two prestigious awards in recognition of his contribution to the payments industry, namely the Barry Holland Memorial Award for Outstanding Individual Achievement at the 2015 FS Tech awards as well as the title of ‘Payments Pioneer’ at the 2014 Payments Awards. 

Tim Ensor-Clinch
Chief Legal Officer

Tim joined Bacs in 2003 to assist with the corporate restructuring process from which VocaLink was created as a separate infrastructure provider.

He is responsible for the provision of legal and company secretarial services and is counsel to the group board, chairman and chief executive officer.  Tim is also group company secretary for the holding company and intermediate subsidiary companies. His department is responsible for the management and provision of all legal and related advice and assistance across all business divisions.

Tim has been instrumental in the development of the VocaLink core scheme legal frameworks and the development of the company's corporate governance structure. Tim was called to the Bar in 1997 and has over 10 years experience as in-house counsel working in diverse industries.

Mark Bishop
Chief Risk Officer

Mark joined VocaLink as Chief Risk Officer in January 2015 and is responsible for the oversight and development of the VocaLink risk management framework, which supports provision of our core services and business growth opportunities.

Mark has over twenty-four years’ experience in financial services and risk management, predominantly within the Retail Banking sectors including cards issuing, acquiring, regulatory programmes and payments infrastructure. He has led the design and delivery of governance, risk and control frameworks across multiple businesses and strategic projects. Prior to joining VocaLink Mark has held senior risk roles in Barclays and operated as an independent risk consultant.

Andrew Williams-Fry
Chief Regulatory Officer

Andrew leads the Regulatory and Corporate Affairs Division, which was created in response to the changing UK payments landscape and the new Payment Systems Regulator (PSR), which formally came into existence on 1 April 2015.

Andrew joined VocaLink from the aviation industry where he was Chief Economist for Gatwick Airport, leading the response to the Civil Aviation Authority’s regulatory review. Prior to this role, Andrew was Head of Regulation at NATS the UK's air traffic control.

With the introduction of the PSR and its initial focus on the provision of payments infrastructure, Andrew’s main responsibility is to lead VocaLink’s engagement with the PSR, as well as with the other UK and EU financial services regulators.

Claire Hafner
Chief Financial Officer

Claire joined VocaLink in August 2009 as Chief Financial Officer (CFO), and is responsible for all aspects of the company's financial management, including the accounting, commercial and procurement.

Claire joined VocaLink from Eversheds LLP where she was Finance Director (FD). In this role she was instrumental in turning around the financial operations of the company and running the IT, facilities and procurement functions. She also introduced a new global account management system that helped the company to win the FT Innovation Award for its billing and fee offering in 2008.

Prior to Eversheds, Claire worked as the acting FD of LCH Clearnet, and before this as the first FD of the IT and Operations division at Barclays Bank. In this position she set up the division's financial strategy and led large outsourcing and cost reduction initiatives across the business. Claire also held several finance director divisional roles at British Telecommunications as well as holding various board positions in BT's international joint ventures.

Chris Rawson
Chief Operating Officer

Chris joined VocaLink as Chief Operating Officer in September 2013. He is responsible for IT and operations, ensuring VocaLink's reputation is protected and enhanced through the delivery of high availability services to the payments industry, both in the UK and overseas.

His portfolio of projects and programmes is extensive but they have a common theme - delivering high quality products in a competitive and challenging financial services environment.

Prior to joining VocaLink, Chris worked with a number of prominent companies as a transformation director, leading major business change initiatives to introduce cost efficiencies and drive value for his clients. He has a strong background in IT, over more than 35 years, and spent many years as CIO in well known financial services organisations.  Chris offers both strategic vision and execution experience in a wide variety of technical and managerial roles, in both an executive and non-executive capacity.  He served as a non-executive director of ACORD and is a regular conference speaker.

Debbie Lombard
Chief Human Resources Officer

Debbie joined Bacs in 1991. Within VocaLink she is responsible for enabling high levels of performance amongst all employees.

Working in partnership with executive and senior management, her primary aim is to identify, recommend and implement all aspects of human resources and operational development strategy.

Debbie has over 15 years experience with the organisation; a multi-site company that has transformed from an operational not-for-profit organisation into a commercial and competitive player in the international payments industry.


Paul Stoddart
Managing Director, Strategy, Products, Marketing & Business Development

Paul joined the Board of VocaLink Ltd in June 2012 as Managing Director responsible for Strategy, Corporate Development, Marketing and the UK & International Product portfolios incl. Bacs, Faster Payments, Mobile and Immediate Payment Services.

Paul's previous role was at Barclays where he was responsible for M&A and Asset Disposals for Barclaycard globally, covering Credit Card Issuing, Merchant Acquiring, Retail & Motor Finance, Loyalty & Reward.

Prior to this Paul spent over 10 years at RBS where he held a number of senior roles in Group Corporate Development and Retail and latterly in Global Transactions Services where he ran Product and Marketing for WorldPay for 4 years and then led M&A and Corporate Development activities including developing major commercial relationships with Fortune 500 companies globally.

Outside of VocaLink, Paul is a Non-Executive Director of Invitation Digital, the UK's leading web and mobile vouchers and discount codes business, now majority owned by Vodafone Group.

Ian Gausden
Managing Director of LINK ATM Services

Ian joined LINK Interchange Network in 2006 and is Managing Director of LINK ATM Services, with responsibility for VocaLink’s Link Scheme processing and the AMS driving businesses.

Previously Ian served as VocaLink’s Chief Operating Officer responsible for all aspects of IT and operations.

Ian has more than 20 years management experience within the UK payments and consultancy industry, principally at Barclaycard's Merchant Acquiring business where he was Head of Information Systems.
