Leadership Team

VocaLink was formed out of the merger between Voca Limited and LINK Interchange Network Limited on 2 July 2007. As part of the merger a newly established holding company was formed (VocaLink Holdings Limited) which acquired the entire share capital of both Voca and LINK Interchange Network Limited.

VocaLink Limited is the principal trading entity, which is a wholly owned subsidiary of VocaLink Holdings Limited. A consortium of 18 banks and building societies own VocaLink Holdings Limited, including Barclays Bank plc, Royal Bank of Scotland group, Lloyds Banking Group, HSBC and Santander.

Membership of the board of VocaLink Holdings Limited includes five representatives appointed by shareholders, three independent non-executive directors, the chief executive officer and chief financial officer.

The chairman of the board is Sir John Gieve, formerly Deputy Governor of the Bank of England.

David Yates



Prior to joining VocaLink, David was President of Western Union with responsibility for Business Development and Innovation. At Western Union, David oversaw the development of strategy for e-Commerce, Mobile Payments, Business Payments and Pre-Paid Cards.

Previously he spent six years at First Data Corporation (FDC), most recently as Executive Vice President managing all of FDC's activities outside of the US, including merchant acquiring, merchant transaction processing, issuer processing and ATM network solutions business units.

David has also served in executive roles with several major international corporations, including IBM, General Electric and American Management Systems.

David has a master's degree in law from Oxford University and is fluent in German and French.

Paul Stoddart

Deputy CEO


In his 20 year career in financial services, Paul has enjoyed a variety of senior roles prior to VocaLink, most recently at Barclays Bank where he was responsible for M&A and Asset Disposals for Barclaycard.

Prior to this Paul spent 12 years at RBS where he ran Product and Marketing for WorldPay and led M&A and Corporate Development activities including developing commercial relationships with Fortune 500 companies such as Apple, Google, Adobe and eBay.

Paul joined the Board of VocaLink Ltd in June 2012 as Managing Director responsible for Strategy, Corporate Development, Marketing and the UK & International Product portfolio incl. BACS, Faster Payments, Mobile and Immediate Payment Services. In January 2017 he was announced as Deputy CEO. 

Outside of VocaLink, Paul has held several Non-Executive Director roles in UK Fintech, most recently for Invitation Digital, the UK's leading digital voucher and gifting business, and currently LoyalZoo a leading digital loyalty solution for merchants.

Ian Gausden

MD, LINK ATM Services


Ian joined LINK Interchange Network in 2006 and is Managing Director of LINK ATM Services, with responsibility for VocaLink’s Link Scheme processing and the AMS driving businesses.

Previously Ian served as VocaLink’s Chief Operating Officer responsible for all aspects of IT and operations. Ian has more than 20 years management experience within the UK payments and consultancy industry, principally at Barclaycard's Merchant Acquiring business where he was Head of Information Systems.

Chris Rawson

Chief Operating Officer


Chris joined VocaLink as Chief Operating Officer in September 2013. He is responsible for IT and operations, ensuring VocaLink's reputation is protected and enhanced through the delivery of high availability services to the payments industry, both in the UK and overseas.

His portfolio of projects and programmes is extensive but they have a common theme - delivering high quality products in a competitive and challenging financial services environment.

Prior to joining VocaLink, Chris worked with a number of prominent companies as a transformation director, leading major business change initiatives to introduce cost efficiencies and drive value for his clients. He has a strong background in IT, over more than 35 years, and spent many years as CIO in well known financial services organisations. 

Michael Ellis

Chief Financial Officer


Michael has more than 25 years’ experience in finance management. He joined Voca in 2006 as Head of Finance and was appointed as Director of Group Finance when Voca joined forces with Link in 2007. In this role he oversaw the financial integration process and managed the financing of VocaLink’s growth programmes from Faster Payments through to Zapp, our alternative payments offering.

Now as Chief Financial Officer, he is responsible for financial control, tax, financial planning and analysis, treasury and procurement. Michael is focused on managing VocaLink’s financial and business planning to ensure that we continue to deliver world-class, resilient products, high service levels and drive growth through our innovation and payment technology expertise.

Prior to VocaLink, Michael qualified as a Chartered Accountant and worked in senior finance roles in the logistics and chemical sector, including as Group Financial Controller for Tibbett & Britten Group plc, a listed international logistics business.

Tim Ensor‑Clinch

Chief Legal Officer


Tim joined Bacs in 2003 to assist with the corporate restructuring process from which VocaLink was created as a separate infrastructure provider.

He is responsible for the provision of legal and company secretarial services and is counsel to the group board, chairman and chief executive officer. Tim is also group company secretary for the holding company and intermediate subsidiary companies.

His department is responsible for the management and provision of all legal and related advice and assistance across all business divisions. Tim has been instrumental in the development of the VocaLink core scheme legal frameworks and the development of the company's corporate governance structure.

Tim was called to the Bar in 1997 and has over 10 years experience as in-house counsel working in diverse industries.

Debbie Lombard

Chief Human Resources Officer


Debbie joined Bacs in 1991. Within VocaLink she is responsible for enabling high levels of performance amongst all employees.

Working in partnership with executive and senior management, her primary aim is to identify, recommend and implement all aspects of human resources and operational development strategy.

Debbie has over 15 years experience with the organisation; a multi-site company that has transformed from an operational not-for-profit organisation into a commercial and competitive player in the  international payments industry.

Mark Bishop

Chief Risk Officer


Mark joined VocaLink as Chief Risk Officer in January 2015 and is responsible for the oversight and development of the VocaLink risk management framework, which supports provision of our core services and business growth opportunities.

Mark has over twenty-four years’ experience in financial services and risk management, predominantly within the Retail Banking sectors including cards issuing, acquiring, regulatory programmes and payments infrastructure.

He has led the design and delivery of governance, risk and control frameworks across multiple businesses and strategic projects. Prior to joining VocaLink Mark has held senior risk roles in Barclays and operated as an independent risk consultant.

Andrew Williams‑Fry

Chief Regulatory Officer


Andrew leads the Regulatory and Corporate Affairs Division, which was created in response to the changing UK payments landscape and the new Payment Systems Regulator (PSR), which formally came into existence on 1 April 2015.

Andrew joined VocaLink from the aviation industry where he was Chief Economist for Gatwick Airport, leading the response to the Civil Aviation Authority’s regulatory review. Prior to this role, Andrew was Head of Regulation at NATS the UK's air traffic control. 

With the introduction of the PSR and its initial focus on the provision of payments infrastructure, Andrew’s main responsibility is to lead VocaLink’s engagement with the PSR, as well as with the other UK and EU financial services regulators.

Rajiv Garodia

MD, Zapp & International Business


Rajiv joined Vocalink in 2016 and is responsible for Zapp, VocaLink's mobile payments solution providing consumers and businesses with a unique way of making payments using bank accounts. He also heads the international business for VocaLink, expanding the footprint for VocaLink's products in newer markets.

Rajiv comes with over 20 years experience in consumer goods and payment industries. Among his multiple roles at Western Union, he led the P&L for some of the company's biggest businesses in western Europe and Middle East/south Asia based out of London and Dubai. He also set up and led the global product organisation for company's core products. He also held a variety of marketing roles as head of marketing for North Europe and South Asia for Western Union.

Prior to Western Union, he held a variety of sales, marketing and product roles for Asian Paints, a renowned consumer goods company in India. Rajiv holds an engineering degree from the Indian Institute of Technology and an MBA from Indian Institute of Management.

Gregor Dobbie

MD, Sales


With a career spanning more than 16 years’ in finance technology, Gregor’s expertise is firmly established in the payments sector. From cash and cards to alternative payment solutions, Gregor has always been driven by innovation and the desire to discover the next big thing in payments.

He began his career in sales at NCR, a leader in consumer transaction technologies, before joining De La Rue in 2005. It was there that Gregor built a strong reputation as a leader, guiding his team through the acquisition of De La Rue by Talaris and the subsequent sale of the company to Glory Global Solutions in 2012. He joined VocaLink’s Card Transaction Services business in 2014 as Director of Sales and Business Development.

Gregor’s acute talent for business development has transformed the way in which we win new business at VocaLink. In October 2015, he was appointed to the role of Managing Director of Sales, responsible for all components of sales across the organisation.


Sir John Gieve

Chairman of VocaLink

Sir John joined VocaLink as Chairman in July 2009. He joined the company on leaving the Bank of England where he was a Deputy Governor and a member of the Monetary Policy Committee and on the board of the Financial Services Authority. He was also on the steering committee of the Financial Stability Forum (now Board) which led the international response to the 2007-09 financial crisis.

He has a deep knowledge of public policy in the UK and internationally. He has held some of the most senior positions in the UK Treasury and other parts of government and led the delivery of many initiatives in the financial services sector.

Richard Hooper CBE

Senior Non-executive Independent Director

Richard joined VocaLink's board in 2008. He has spent his working life in the converging worlds of media, communications and technology. Richard began at the BBC then left to run a Government R&D programme on computer assisted learning.

In 1978 he moved to the private sector. Richard spent six years at BT during which he oversaw the transformation of Yellow Pages and the launch of Prestel. Since 1988 he has built a portfolio of interests across the public and private sectors.

From 1990-2003 he was a member, then chairman, of the Radio Authority. He joined Ofcom when the Radio Authority's role was merged with Ofcom. He was the founding Deputy Chairman of Ofcom and Chairman of the Content Board from 2003-2006.

In 2008, the Secretary of State for Business appointed Richard to chair the independent review of postal services. In 2010 the Secretary of State for Culture Media and Sport appointed Richard as Chair of the Selection Panel for the Independently Funded News Consortia in Wales, Scotland and northern England. Richard is also Senior Independent Director on the Board of Yell Group plc.

Angus Maclennan

Non-executive Independent Director

Angus joined VocaLink's board as a senior independent director in 2010. He is an experienced banker having spent over 30 years' in the City of London and in financial centres around the world. Angus has broad sector experience ranging from credit and risk through to managing governance projects and leading corporate strategy initiatives in financial services institutions. Throughout his career, Angus has had a strong focus on business development.

Prior to taking up his position on the VocaLink board, Angus was CEO, Merchant Banking Fortis Bank Group. In this role, he managed a total portfolio of €90 billion and teams across 23 countries. Angus' other current appointments include : Chairman, Institute of Risk Standards & Qualifications (iRSQ); Chairman, An Teallach Energy Co Ltd; Non-executive director to ABC International Bank plc; Senior Advisor to the Board, The Isle of Harris Distillery Company; Senior Advisor to the Board, Nordic Aviation Capital A/S; and Vice Chairman, The Eve Appeal.

Angus is a Freeman of the City of London and Freeman of the Worshipful Company of International Bankers.

Geeta Gopalan

Non-executive Independent Director

Geeta joined the VocaLink board in 2013 bringing a wealth of global corporate and retail financial services experience. In addition to working privately as a consultant to the financial services industry, Geeta is focussed on the voluntary and social enterprise sectors. She sits on the England Executive Committee of the Big Lottery Fund and is the Chair of Governance Committee of PilotLight a UK enterprise providing strategic support for charitable institutions. She also sits on the Board of Social and Sustainable Capital, an enterprise focused on community and social investments.

In 2006 Geeta joined HBOS Plc where she was head of the Payments Service business managing 2000 people across the UK in a business that served over 40,000 corporate and 15 million retail customers.

Prior to this Geeta worked for 17 years at Citigroup and held roles in the Global Transaction Bank across the US, UK and India covering product, operations and technology. Geeta was appointed Managing Director of CitiGroup Limited in 2004 consolidating and restructuring the business.

Geeta has previously been a Non-Executive Director on the board of the Payments Council.

Paul Emney

Non-Executive Director Chief Operating Officer, Corporate Banking, Barclays

Paul joined VocaLink's board in 2012. With over 16 years' experience in the banking sector, Paul is an experienced Chief Operating Officer. He joined Barclays in 1996, and he is now the Chief Operating Officer of Corporate Banking.

Paul has a strong track record in driving strategic change and has held a number of roles across the bank, including COO for Structured Capital Markets and Private Equity. Prior to a COO, Paul was a senior member of the Finance function.

His career has taken him as far afield as the Middle East during an 18 month secondment with the Qatar Investment Authority where, as acting COO, he was responsible for building and strengthening QIA's operating platform. On his return from secondment in 2010 he was appointed CFO of Corporate Banking, and appointed as COO in 2012.

Paul is a chartered accountant and holds a degree in industrial economics from Nottingham University.

Paul Horlock

Head of Payments and Banking Operations, Nationwide Building Society

Paul is responsible for all Payment and Banking processes across the Nationwide group. This includes : all low and high value electronic payment transactions, paper transactions, cash and cards along with key account transfer and maintenance activity.

He is also the accountable executive for all key payment projects across Nationwide covering PSD 2012, integration with the group's new operating systems and the development and delivery of the future strategic payments infrastructure.

Prior to joining in Nationwide in 2010, Paul spent 9 years with Barclays where his last position was Head of Global Processing with direct responsibility for operations in the UK, US and India.

Prior to joining Barclays, Paul worked for the Prudential Assurance Company and spent time working in the Lloyds of London insurance environment.

Daniel Meredith Jones

Director of Group Corporate Development, Lloyds Banking Group

Prior to joining Lloyds Banking Group in 2011 he began his career in M&A at Deutsche Morgan Grenfell, then Goldman Sachs, before moving to Barclays in 2004 where he became Co-Head of Group Corporate Development. At LBG he has been responsible for the sale of non core portfolios and businesses, contributing towards the £111bn reduction in non core assets since the beginning of 2011.

Andrew Slough

Payments Industry Director, HSBC

Andrew joined Midland Bank in 1983 after leaving university and spent his first few years in the branch network in London.

He joined Cards in 1985 initially working on the Bank's first EFTPOS initiative and then spent a period on secondment to the national EFTPOS project, returning to the Bank in the late 1980s. Andrew assumed responsibility for product development in merchant acquiring during the period of Midland Bank's entry into that business in its own right.

In the early 1990s, Andrew took responsibility for payment system management for the Cards business as a whole, which included the relationship management of all card schemes and management of regulatory issues. His final role in UK Cards at that time was as Head of Product Development.

Between 1995 and 1999, Andrew was seconded to HSBC USA in Buffalo, New York. Initially he was responsible for strategic development, including the launch of debit cards. Andrew then assumed responsibility for the Cards business in total, including credit, debit and merchant acquiring. Andrew returned to London in 2000 where he was responsible for business development within HSBC's Global Card Unit embracing the execution of various strategic initiatives around the Group, like e-payments and Chip.

In January 2004 Andrew assumed responsibility for business development within European Cards. Between 2005 and 2009 he was responsible for the commercial banking aspects of cards, heading first the Acquiring and then the Commercial Card issuing businesses. In 2010 he assumed responsibility for the Payments Industry Team within HSBC.

Andrew went to school in London and then university in Bath where he received his degree in Economics. He is married with two children.

John Lyons

Head of Strategy, Design & Change (Payments), Natwest

John is a career banker, having joined NatWest International Banking Division in 1983. Specialising in Cash Management and Payments, John has held various leadership roles including 10 years in senior operations roles:

  • Managing Director and Head of Strategy, Design & Change, Payments
  • Global Head of Change, International Banking
  • Managing Director of Global Transaction Banking (UK) 
  • Managing Director of Banking Relationships, Corporate Banking

John’s professional development includes programmes at Warwick Business School, Cranfield, Harvard Business School and INSEAD, Paris. Married to Jenny, he has three daughters, is an avid skier, plays golf and enjoys motor sports.

Eric Anstee

Independent Non-Executive Director

Eric is a Chartered Accountant, with a strong City reputation. He was, until the end of 2006, the Chief Executive of The Institute of Chartered Accountants in England and Wales.

Prior to that he was the CEO of Old Mutual Financial Services plc. He has been CFO of three FTSE 100 Companies - Old Mutual plc, The Energy Group plc and Eastern Electricity plc. He is a Non- Executive Director and Audit Committee Chair of Sun Life Assurance Company of Canada(UK) Limited, a non-executive Director of Insight Investments (the asset management wing of HBOS)where he chairs the Risk Committee. He is  a member of the Takeover Panel Appeals Board.

His past non-executive positions have included Paypoint plc where he chaired the Audit committee before standing down in July 2015. His early career was as a Partner at Ernst & Young until 1993.”

Manroop Khela

Chief Operating Officer for Retail & Business Banking, Santander UK


Manroop is the Chief Operating Officer for Retail & Business Banking in Santander UK. He has worked in the Santander Group since 2004 across Europe, Latin Americas and Asia focused on consumer finance and retail banking and since 2013, with a special focus on transformation.

In 2011, he launched and was CEO of Hyundai Capital UK, a joint venture between Hyundai & Kia Motor Groups and Santander specialising in automotive financing.
